"A Philadelphia judge...reversed 158 narcotics convictions tainted by allegations of police corruption - the largest such dismissal in one day in city history."
"Government witnesses repeatedly described squad members conducting their duties like street thugs. They accused the officers of employing gang-like tactics, such as roughing up drug suspects, ignoring due process, planting evidence, pocketing seized money, and lying on police reports to cover up their crimes.
Prosecutors alleged that top brass never asked too many questions, because the squad was one of the most productive on the force"

Police departments have too much power and not enough outside oversight. And the judge that overturned their convictions saw it despite the "not guilty" verdict.
